This is because Newton's first law of motion

Newton's first law of motion states that
if \: a \: body \: at \: rest \: it \: will \: remains \: at \: rest \: and \: if \: body \: in \: motion \: it \: will \: remain \: in \: motion \: till \: any \: external \: force \: applied.
so when we beat carpet we applied external force on carpet and gives it motion but the particles wants to be in rest and that's why the fall out.
