The solubility of a gas in a liquid is directly proportional to the pressure of the gas.So in order to increase the solubility of CO2 in soft drinks, the bottle is sealed under high pressure.

Soda water bottles contain Carbon Dioxide, which gives them “fizz" when the bottle is opened. If you don't maintain the pressure, the CO2 comes out of solution and escapes to the atmosphere, leaving a “flat" soda. Incidentally, the pressure is not really that high.
