What you are doing is passive learning, as you are simply transferring text from the textbook into your notebook.
It's no different from rote memorisation.
In reality, you are still using a seemingly archaic 18th century reading method in today's 21st century.
As a fast reader for more than a quarter of a century, here's my personal take on this pet subject of mine, by sharing with you how best to go about learning and/or rather reading:
1) Prior to embarking on a reading endeavour, always ask yourself about your ultimate application, and decide on whether you want a global overview or detailed information, and determine how much time you are prepared to invest in the endeavour.
Your urgency will dictate your reading pace;
2) Intentionally ask yourself: what do you know about the chapter?
This is to probe your prior knowledge for schema activation:
Understanding new stuff accelerates when you can create links of new stuff with stuff already inside your head.
3) Always read with a pacer - it can be your finger or a pencil or a fine-tip marker pen, so as to control the visual sweep of the saccadic movement of your eyeballs.
