The adjacent water stores and releases heat much slower than land surfaces, thus the air in contact with that water likewise changes temperatures much slower. Cold air passing across the water is warmed by the water, and likewise warmer air is cooled. Water temperatures change much slower than land temperatures, and the air in contact with the water likewise is tempered by that effect.
