Only one-third of students in Vietnam would pass the school-leaving examination.

So, few students passed the school-leaving examination because, the French did not want to give full access to French education to the Vietnamese, as then they would compete with the French people in Vietnam for jobs.
The educational instituions followed a deliberate policy of failing students particularly in the final year.

In 1925 out of 17 million population less than 400 passed the examination.

The aim was to prevent Vietnamese from qualifying for the better paid jobs.

The scheme was influenced by the fear and opposition of colons, the French citizens living in Vietnam.

They feared that they may lose jobs as shopkeepers, teachers, policemen to the educated Vietnamese.

Most of the Vietnamese were used to get education in Chinese language under the traditional system.
