The seagull didn't succeed in his attempt to fly because he feared that his wings would not help him to fly and he will fall. He was very scared to make any attempt even after seeing that his younger brother and sister had learned to fly. His father and mother tried all the possible way to make him give an attempt to fly, but they failed in doing so. It was only after a very long time that he made his final attempt out of hunger that he was able to fly.
