Walter was appointed as the A.G.G of Rajputana in the year 1887. In the same year he issued a circular to form rules relating to the marriage expense concerning Rajputs to the political agents of the Indian states.
During 1889 he held a sammelan in which the committee was given a new name as Walter Rajput Hitakarini Sabha . However the sabha was dissolved in 1936.
The various reforms undertaken by the sabha remained unimplemented due to the bureaucratic system which did not help it to gain any constructive achievement but gave the ruling class both mental as well as psychological motivation.
