Saudi Arabia can't be considered as a developed country rather it is a high income country (high per capita GDP).
Developed country has advanced industrial infrastructure with latest technology and has certain freedoms for its citizens. Development concept is economic prosperity with certain rights ( definition vary as per different school of thoughts).
Saudi Arabia has very bad record in human rights violations and no freedom of speech & expression as well no freedom of religion and various other restrictions. Economy is mainly dependent on oil till this date ( around 70% revenue come from oil ). So, above factors show that although Saudi Arabia is above than developing nations but not a developed country.
