Why countries of middle-east are not called developed inspite of high- per capita income0?

it is due to the following reasons
1.only one major source of income
2.gap b/w rich and poor is very high in these countries
3.equality , freedom and security are among the criteria for a country to be declared developed
4.one reason is that they lack basic facilities like education, health ,transport because of these reasons people of the country cannot contribute to national income and ultimately no development takes place.
