The most stable oxidation state of Cr and Fe is 6+, 3+ respectively.
But, still Fe2+ can make many compounds than Cr 2+. Cr2+ thus have tendency to be oxidized into Cr 3+ and Cr 6+ rather than Fe2+ which also oxidized it into Fe3+ for stability.
Fe2+ can only oxidize to Fe3+ but Cr2+ can oxidize to Cr 6+ at its most stable oxidation state. Thus is better in reducing other and oxidizing itself.
Thus to attain the either Cr 3+ or Cr6+ stable oxidation state Cr 2+ oxidizes itself and reduces others and thus is better reducing agent than Fe2+
