Basically Democracy is a that type of government which is by the People,of the people and for the people ...thus by this reason only there is much more transparency between the citizen and the government. ..Actually the delay in the decisions is due to the deeping of the democracy..here the decisions are first go under debates ,then there check and balances in the decisions, then the decisions should be favourable to the citizens also then at last the decisions are implemented. ..so thus there is delay in the decisions
