Three needs for a Democratic Elections are:

a. To gurantee Universal Adult Franchise this means that everyone should have one vote and every vote should have equal value.

b. Elections must provide real choice to the people. Parties and candidates should be free to contest elections and should offer some choice to the voters.

c. Elections must be held regularly after every few years so as to ensure no government/party/candidates are elected for life.

To ensure the above conditions it is imperative to have an Independent body like Election Commission to conduct free and fair elections in a country.
