At this stage in its economic development, democracy in India is a miserable failure.
China is authoritarian, and compared to Indians, Chinese have limited land-owning rights and freedom of expression. However, this makes it much easier for the Chinese government to develop infrastructure. This infrastructure benefits all Chinese, not just a small minority. The irony here is that less freedom makes economic development easier.
India instead chooses to distribute land rights, making large infrastructure development almost impossible.
So what is the result? According to Jim O'Neill, leading economist for Goldman Sachs, China develops by the size of one Indian economy every two years.
There are many very intelligent and capable Indians, but many of them choose to go to the west and work for western companies. The problem with this approach is that it doesn't benefit other Indians, nor does it help to develop India's economy.
As China develops, Chinese will gradually get more rights. By then, China will have some of the best transport and manufacturing infrastructure in the world.
