democratic government insist on institutions as it is not practical for all
people of democratic government to sit together everyday and take decisions on all matters .Institutions coordinates and distributes work in such a way that everything works out nicely.

It collects taxes and spends the money thus lifted on administration, defence and development programmes.

It formulates and implements some welfare schemes. Some persons have to take decisions on how to go about these activities. If debate arise on these decisions or in their implementation, there should be someone to determine what is right and what is wrong.
