democratic government insist on institutions as it is not practical for all
people of democratic government to sit together everyday and take decisions on all matters .Institutions coordinates and distributes work in such a way that everything works out nicely.

For example, the government is responsible for make sure security to the citizens and providing facilities for education and health to all. It collects taxes and spends the money thus lifted on administration, defence and development programmes.
