Carbon is in group 14 so it has a valence of 4. This mean that the four electrons can be shared to formed up to 4 covalent bonds with other atoms. In diamond, each carbon atom forms 4 covalent bonds with other carbon atoms in the rigid tetrahedron network so there won't be any free electrons to conduct electricity.
