Anil made Hari as the cook to make him as a trustworthy person.
Hari was a thief in order to convert him as the good honest man.
He appointed him as a cook, though he already knows that Hari did not know to cook.
He also taught him to write his name and other words.

Anil wanted someone to cook for him. He felt that perhaps Hari could cook for him,and in return he could feed him,as he could not afford to pay him. Anil was also kind-hearted and probably felt sorry for hari.
