The Congress ministries resigned in October and November 1939, in protest against Viceroy Lord Linlithgow's action of declaring India to be a belligerent in the Second World War without consulting the Indian people.

After the i 937 A.D. elections, the Congress formed ministries in 8 provinces. When in 1939 A.D. the WorldWar Ilnd broke out, the Viceroy Lord Linlithgo proclaimed India as a belligerent country, without taking into confidence the Indian leaders or the Congress ministries. As a protest the Congress ministeries resigned.
