The city-state's population was small is the right answer.

Direct democracy is a form of Government where all the decision-making tasks are performed by the people directly and not by their chosen representatives. People in this type of government decide the policy initiatives directly. The first and most prominent example of Direct or Pure Democracy comes from the ancient Greek City- state and particularly from Ancient Athens. Cleisthenes (the lawgiver) introduced reforms in the constitution of Athens in order to establish the rule by people, as the people of the city-state was small.
