1)some inside congress were against the khilafat movement to be merged with non corporation movements.
2) congress became mainly associated with hindus and muslims felt alienated that caused tensions.
3) people were tired of mass struggles and wanted to participate in election to gain power but some wanted more radical movements

Extremism grow within Congress by the turn of 19th century because:
1. The Moderates could not achieve anything from government by peaceful method.
2. Extremism grew due to anti-Indian policies followed by Lord Curzon .
3. He passed universities act and municipalities act which discriminated against the Indians. Finally he passed an act partitioning Bengal. Due to this extremism rose.
