Non cooperation was withdrawn by Gandhi because of Chauri chaura incident where locals had turned hostile with police and lit fire on station with 22 police men inside.
This incident led to withdraw of movement as Gandhi feared, British would take advantage of violence and suppress Indians with law. Even the masses are losing interest as it is very difficult to manage such a mass movement long time and will lead to violence on civilians.
Even though the move was criticized by many other leaders, this movement has laid foundation for 1947 independence.
