why did Gandhiji called Rowlatt Act as Black act

rowlatt act was passed on the recommendation of a committrr chaired by sir sidney rowlatt. it introduced tough measures such as:

1. censorship of the press to crush political activities

2. permission to detention without trials

that is why it is called as a black act by mahatma gandhi. It gave more powers to britishers over political activities taking place and to control them.
