Gandhiji decided to call off non cooperation movement because

  • he thought that the satyagiri new training before they get into any movement they were turning hostile at some places
  • many within the Congress wanted to go back to the electoral politics according to Government of India Act 1919 the thought it was required to oppose the Britishers by being in the Council ask for reformers and tell them that their councils were not democratic at all
  • the incident of Chori Chora was the main reason for withdrawal of non cooperation movement
