simply put he did that as a start of the civil disobedience movement started in 1930, as a mark of protest against the British rule.The civil disobedience movement included breaking laws and non payment of taxes to the government.At that time manufacturing of salt by indians was prohibited by law.So by picking up salt at dandi, he symbolically broke the law.
