This context is referring to the lilliputian court ,Gulliver used to entertain the people with his sailing skills.

Gulliver used to sink his opponent ship but since he had humanity he does not let them sink .

The Brobdingnagian court was also entertained by him,he also demonstrated the gun powder till the king gave the decision.
