From many reasons:-
1.Limited Uprising
The uprusing wasn't widespread. Sind,Rajputana,Kashmir, most parts of Punjab and the extremene south didn't take part in it.Thus, it failed to develop the Indian struggle. The revolt also lacked unity.
2.No Effective leadership
The revolutionaries lacked good leadership.Nana Saleby, Tatya tope and rani lakshmi were some of them.
