2. Need for raw materials: the British government to satisfy their need for raw material promoted commercial crops such as sugar, cotton, jute, and indigo.
3. Unproductive forests: the colonial government in the early 19th century thought that forests were unproductive. Therefore, in order to assure revenue for the state, the wasteland had to be brought under cultivation. This brought of 6.7 million hectares of the land under cultivation.
