Gulliver had did some very serious mistakes according to the liliputians. They are:-
1.Gulliver put out the fire in the Empress's rooms using his urine, he broke the law which states that no one should pee within the palace.
2. When the Emperor ordered Gulliver to destroy the remainder of Blefuscu's boats, conquer its lands, and execute all of the Lilliputian Big-Endian exiles and all those who would not convert to Little-Endianism, Gulliver refused.
3. When ambassadors arrived from Blefuscu, Gulliver was nice to them, even though he knew that Lilliput is at war with Blefuscu.
4. Gulliver was planning to go to Blefuscu, even though the Emperor has only given verbal and not written permission.
So,the emperor asked Redresal, the principal secretary who said that though Gulliver has committed grave crimes, the Emperor could still be merciful.
Hence, instead of killing Gulliver, the Emperor could just order him to be blinded. In this way, Gulliver would still be able to help the Emperor with his great strength and he would also be punished.

The Lilliputians planned to blind Gulliver because even though being friendly with their enemy, he was of great help to them. So if they kill him, then the helps they are receiving from him now will stop. So if he is blinded he can still help them and he will suffer the punishment too
