it was because of the Chauri Chaura incident.when 2000 people gathered to picket liquor on 4 February 1922 at a shop. the local administration tried to control the situation by sending some police officers there and they started firing in the air. so stone pelting started. the police fired and killed 3 people. the people put on fire on that police chowki and 27 police man were burnt alive. on 12 February 1922 all the Congress leaders met at Bardoli and Gandhiji called off the movement. it was because Gandhiji was against non violence told people not to fight and follow his methods of nonviolence but when the people did not obey he called of that movement.Hope it helps.
