Britishers were scared due to major protest by Indians ...So they decided to banned it....For this they passed rowlatt act to pressurize the Indians...
By the rowlatt act they refused to prepare groups anywheres and also banned the power of media...
So Gandhi ji protested against rowlatt act in 1919 because they want to ensure freedom by making protest and groups to fight against Britishers....
