Mahatma Gandhi decided to withdraw the Non Cooperation movement in India because the people who joined him in the movement was hurting the public, cops and destroying the public place as they thought that it was useless and would not work on a large scale. So, to stop that, he withdrew the Non Cooperation movement.Initially, it was unsuccessful; so later on he again started the Non Cooperation movement.
