Why did mahatma gandhi launch civil disobedience movement with great apprehension?

the great apprehension was the disbelieve upon two community first is muslims and hindus.the part of muslim community was not ready to fight against british govt .many muslim leaders were few in number and they were in tensioned by the hindus community
