It is an economic theory that holds thatthe prosperity of a nation depends uponit's supply of capital ,and that the globalvolume of trade is unchangeable.This results into a war because one nation finds itself unable to efficiently or peacefully take advantage of the globaltrade and strikes out against another nation in order to increase their share or take control of a portion of that trade.
