The "groups of provinces" were meant to accommodate the Muslim League demand. Both the Muslim League and Congress in principle accepted the Cabinet Mission's plan. However, Muslim League suspected that Congress's acceptance was insincere.[7]

Consequently, in July 1946, it withdrew its agreement to the plan and announced a general strike (hartal) on 16 August, terming it as Direct Action Day, to assert its demand for a separate Muslim homeland.[8][9]

Alarmed by this, the muslim league decided to boycott the assembly and observed 16 august 1946 as DIRECT ACTION DAY. It condemned the congress and the British government and declared that Muslims should resort to direct action to achieve their goal of Pakistan.

Its result was that riots broke out in calcutta in which many hindus and Muslims were killed.
