The non-cooperation movement slowed down in cities because: 1. People could not boycott mill clothes for long because they could not afford Khadi clothes, Khadi was much expensive compared to mill clothes.

2. People couldn’t boycott British institutions completely because there were very less or no Indian institutions where they could work or study.

Even if there were some Indian institutions, they were slow to come up. It was too less to take in the enormous number of people in British institutions.

Note :

Non-cooperation movement began in the city and aimed at replacing everything foreign with Indian. All foreign goods were boycotted and people left the British institutions. Though it was effective for some time, it could not sustain because it wasn’t economically viable.

Three important reasons why the non-cooperation movement gradually slowed down in the cities are as follows: Whereas mill cloth was cheap due to mass production, khadi cloth was expensive. Hence, the urban poor couldn't abstain from using mill cloth for too long..
