Why did non cooperation movement gradually slow down in cities explain two reasons?

the reasons are :
(1) khadi was very expansive people do not afford it . so they move towards clothes made in british mills .

(2) there is no other institute then the british institute , colleges , school or offices in india . so people go back for work or studies .
