Why did not the Indian government allow farmers to export foodgrains during the Green Revolution years?

This was due to India first trying to be self-sufficient and exporting with obviously makes it a harder task.

India had seen one of the worst food disasters in 1943 that was known as Bengal Famine.

Almost four million people died of hunger in eastern India alone (including today's Bangladesh).
