1) under him, Pakistan went under military rule.
2) he threw away the democratically elected government.
3) he used dirty tricks to win the referendum he'd held in 2002.
4) he didn't show quick reaction towards the militants
5) he wanted to rule Pakistan as long as he could.

Pakistan under general Musharraf should not be called a democratic government because :
* People may have elected their representatives but they are not actual rulers.
* They cannot take the final decision.
* Final decision is only taken by the army officials and the Musharraf.
