why did people's union of civil liberties file an PIL?

In April 2001, the People's Union for Civil Liberties (PUCL) approached the Supreme Court (SC) on behalf of starving people in a "writ petition" on the right to food. This public interest litigation (PIL) is known as "PUCL vs Union of India and Others, Writ Petition.
