The route was explored by the Venitian Marco Polo beginning in 1271 and established the trade route from Europe to China. This was only possible because the emperor of the east, Kublai Khan, made Marco Polo a diplomat to open the route for other western merchants. It really wasn't controlled by anything except the free market, but the only ruler involved was Kublai Khan. The Silk Road brought prosperity to all cities through which it passed, but especially Marco Polo's own home, the Maritime Republic of Venice, the most vibrant commercial city-state in Europe, a distinction it held for hundreds of years afterward.
