Why did samudragupta treat aryavarta and dakshinapatha rulers differently?

Samudragupta adopted very strict policies towards the rulers of Aryavarta.All the nine rulers of Aryavarta were brutally defeated and their kingdom were annexed by the SamudraGupta on the other hand the rulers of Dakshinpatha were concerned ,Samudragupta accommodated with them.The twelve rulers of Dakshinpatha who surrendered to Samudragupta were allowed to rule again .

Samundragupta adopted different policies because Dakshinpatha was far from his Capital and it was difficult to Keep Dakshinpatha under control as the means of transport were primitive.
