Most of the difficult jobs were done personally as these events have taken place several decades ago. Many of the Princely states were ready for the Accession as they knew they would not be able to survive as small princely states. Sardar Patel approached the Kings who had misgivings & doubts about the Accession detailing the advantages of joining India & persuading them with his sharp intellect & persuasive tactics. It did not happen overnight. It took them 2 full years to complete this stupendous job. Imagine the preparation that must have taken place before the blue print was ready. This is why many were upset when Sardar did not get the respect & recognition that was his right.
