why did Sergei offer a job to the beggar ?

Sergei offered job to the beggar instead of alms so that he could stop begging. Sergei knew that Lushkoff could be put on a right path if honest labour was installed in him.

This is why he asked Lushkoffto chop the woods for him as he could see that Lushkoff would do so. He encouraged Lushkoff to take control of his destiny by engaging in some kind of work.
