Because Congress policies did not protect the Muslim interests, is the right answer.

Sir Syed Ahmad Khan did not join the Indian National Congress as he was not interested in the agitation activities. He strongly opposed the program and ideology of the INC. He considered that the INC is dominated by the Bengalis which seems to be an organization of the Bengalis. He was against the involving of elected delegates in the Council and its development.  He also questioned the request of the Congress that the competitive exams for the Indian Civil Service should be concurrently held in In-dia and Britain as many of the Muslims that time were uneducated. Therefore, he considered that the policies of Congress did not protect the interests of the Muslims.
