Swami planned to disobey Samuel to prove his allegations to be true as he was not sure about it. And he want to make sure that the allegations he had put on Samuel is correct or not . So that when he pass the letter given by his father to the principal he should be assure about his allegations.

Swami wanted to instigate Samuel so that he would beat him. If he did so, it would prove that he was indeed violent and Swami would not feel guilty when his father's letter reached the headmaster's desk.
