they wanted them to develop and earn for their living.they wanted that forest people should develop so that British could gain profit.
more the status of forest people would increase. more their needs will increase. hence they will buy more expensive and precious goods from market developed by britishers.
hence Britishers will gain profit.
the main motive for this was just to earn profit.
