Islamic countries, instigated by the holy Quran, could not tolerate other religions yet the caliphs demonstrated tolerance to Jews and Christians because caliphs made most money by trade.
If they would not have religiously tolerated non Muslims, trading with them would have become difficult, thus affecting their business.
Thus it was just to initiate a high level of trade that the caliphs showed any tolerance to Jews and Christians on religious grounds.
