India is still living in its "first decade after independence" when any thought about dividing the nation into states (one the basis of language or culture) was simply considered as encouragement to breaking- up of the union. This feeling was quiet reasonable because India had just suffered a partition which created an atmosphere of apprehension that creating new provinces on the basis of languages, which was earlier promised by the congress, could undo the integration task which was being done earnestly by Sardar Vallabhbhai Patel and VP Menon.
The idea of providing better governance by creating newer linguistic provinces dates as back as 1917 when Congress created a series of Provincial Congress Committees (PCC): Karnataka PCC, Orissa PCC , Maharashtra PCC etc. Notably these did not follow, and were often at odds with the administrative divisions of British India. But incidents that occurred in aftermath of partition made the Congress leaders even Gandhi reluctant towards creating new states.
