A lot of Muslims participated in the civil disobedience movement especially in the North-West frontier provinces where it got full support, but their participation wasn't as high as it was during non-cooperation movement.

But the call of communal Muslim leaders for Muslims to stay away from the movement was major reason that weaned their support.

The rise of Muslim league which was insignificant in the Indian politics in 1920's, change of stance by Muslim leaders like Mohammad Iqbal and their demand fro separate state for Muslims allowed Muslims to identify with the cause of Jinnah and Muslim league.

Their cause was to have a Muslim nation for Muslims instead of fighting for independent India.

It was due to these reasons that the Muslim participation declined, however both upper and lower class Muslims had participated in Non-cooperation in different parts of undivided India.
