Why did the France government increased the taxes?

As Louis XI become king he find the treasury empty. As they were in dept of 2 billion livers(currency) he need to return it with 10% interest.So he increased tax for third estate people to fulfil treasury and come out of dept.

The French treasury was nearly empty when Louis XVI ascended the throne therefore in order to meet expenses like maintaining an army, running government machinery etc. he was forced to increase taxes.
