Colonies were regarded as essential to provide natural resources and other fundamental goods. Like other Western countries, France also believed it was the purpose of the 'advanced' European nations to bring the advantages of civilization to underprivileged peoples.

The objective of acquiring territories was to make advantages. Secondly, the French assumed that the colonies were significant because in order to establish authority over natural reserves and to guarantee the accumulation of raw materials and goods. The French policy-makers obligated to instruct the people of territories because they viewed "education" as one way to improve the “natives".
